    Delegate Miley moves to amend the amendment on page 28, section 6, line 11, by striking out the words “The permittee may not proceed to the next phase of the drilling operation until an inspection by the department has been performed” and inserting in lieu thereof, the words “The permittee must contemporaneously notify the department of each phase of completion of the drilling operation.”
